เพื่อกำหนดนโยบาย มาตรการ และกลไกในการส่งเสริมและรักษาคุณภาพสิ่งแวดล้อมของประเทศอย่างยั่งยืน โดยจัดตั้งหน่วยงานสำคัญ เช่น คณะกรรมการสิ่งแวดล้อมแห่งชาติ และสำนักงานนโยบายและแผนทรัพยากรธรรมชาติและสิ่งแวดล้อม (สผ.)
